If racing is to survive—and maybe even flourish again—it must shrink. And it is shrinking now. We are experiencing a shake-out of horses, owners, players, and racetracks, brought about by competition for the gambling dollar, public perception of some unsavory treatment of our equine athletes, and, of course, the economy.

But if shrinkage is inevitable, let it be in a way that is productive and healthy.

This brings us to the much discussed Interstate Horseracing Improvement Act. This legislation mandates absolutely no race-day medication, or else there can be no simulcast signal from that racetrack, to oversimplify.
