A move to name a new tote operator at the New York Racing Association was put off until at least the end of next summer’s Saratoga meet, a state government oversight panel decided in Albany Nov. 26.

The Franchise Oversight Board, which is now overseeing the finances of what last month became a state-run racing entity with the appointment of a new government-dominated NYRA board, approved a resolution to keep United Tote as NYRA’s totalizator contractor. The oversight panel a month ago approved a 30-day extension for United Tote while state officials studied the new proposed contract.

SPRINGFIELD As gamblers place fewer bets at Arlington Park and prize money drops for winning horses, the effects are felt far from the track.

The number of thoroughbred horses born in Illinois has been dropping steadily, to 429 this year from 1,009 in 2006, according to the Illinois Department of Agriculture.

“There’s no future in it in this state at this point,” said Frank Kirby, an Oak Brook breeder.

With fewer horses, industry experts say, come lost jobs for trainers and groomers, a smaller demand for hay and other economic effects that are felt across the state.

That’s one of the arguments driving the push to allow tracks like Arlington Park to install slot machines to bring in more revenue. Lawmakers returning to Springfield this week could try yet again to make that happen.

The New York Racing Association posted an 11.5% gain in total handle during the recently concluded Belmont Park fall meet, which ran 36 days from Sept. 8 to Oct. 28.

NYRA’s total handle during the fall meet was $335.2 million in 2012 versus $300.6 million in 2011, which was also 36 days long. All-sources handle on NYRA races was $299.1 million, up 13.7% from $263 million in 2011. On-track handle on NYRA races alone was $42.5 million, up 2% from $41.7 million in 2011.

“This was a business decision by the (fair board), and while we know there will be some impact to the horse industry, it is not in the best interest of Tulsa County citizens to continue live racing at Fair Meadows,” County Commissioner and fair board Chairman Fred Perry said in a news release.

The fair board on Nov. 1 approved a naming rights agreement with the Muscogee (Creek) Nation that will pay the county’s Expo Square $1.4 million a year.

As part of the agreement, the fair board agreed to end live racing at Fair Meadows – a decision that will take millions of dollars in purse money from racetracks across the state.

Fair Grounds is generally accepted to be the third-oldest racetrack in the country, although many accounts, including a heavily researched 2006 feature in The Times-Picayune by Bob Fortus, contend that Fair Grounds could be at least the second-oldest, if not the oldest.

In another snafu involving Kentucky’s new program mandating that state-employed veterinarians give all horses their pre-race anti-bleeder medication shot, a horse was scratched from Sunday’s 10^th race at Churchill Downs after being treated twice.

Trainer Michael Lauer said a state vet came to give Booby Prize his Lasix shot and another vet gave the gelding a second shot about 25 minutes later. “It’s unbelievable,” he said. “Only in Kentucky.”

Hollywood Park opens 6-week meet today

Having come back to Earth after the Breeders’ Cup, local thoroughbred racing moves to the Hollywood Park synthetic track for a six-week meet starting today.

Highlights of the meet include the Dec. 15 CashCall Futurity and three other GradeI stakes. The CashCall, the former Hollywood Futurity, usually serves as an early showcase for California contenders for the Kentucky Derby.
